Entry to the CSC system is restricted to those prisoners who have a history of disruptive and aggressive behaviour and who meet one or more of the following criteria;

  • been violent to prisoners and staff
  • regularly incurred disciplinary reports
  • caused serious damage to property in prison
  • shown dangerous behaviour (such as roof top protests or hostage taking)
  • failed to respond to earlier measures to improve control
  • been on continuous segregation under Rule 43 (GOAD) for a period of three months or more.

Close Supervision Centres (CSC) are small therapeutic centres providing a supportive, safe, structured and consistent environment for some of the most challenging prisoners. CSCs aim to provide the individual with the opportunity to address their anti-social disruptive behaviour in a controlled environment and to return them to mainstream location. In addition, the CSCs provide long term containment of those who continue to pose a serious threat to the safety of staff and prisoners. Prisoners are given the opportunity to participate in constructive activities and personal development activities. Prisoners are allowed limited time out of cell for cleaning duties, exercise, interviews with psychologists and personal officers and also a period of association with up to three other prisoners.
